What level of Korean is considered fluent?

Learning the language at the level of a native speaker is considered as fluent in that language. all language learners will agree to learn at different stages, and link the boundaries between all. Being fluent will make you use Korean in any situation which means that you will be strong enough with the technical vocabulary and feel confident to debate with someone in Korean 

If you have a significant amount of vocabulary then you can consider yourself at the level of a native speaker. However, you can increasingly enjoy your Korean in a lengthy conversation to make yourself accepted as a Korean speaker and you will be able to make yourself understood in the local language.

When we consider each word in Korean, we will be surprised that you can define yourself by the destruction of the objects that surround him at the C1 level. The Goethe Institute report says that it takes nearly 1000 hours of class time in total to reach the next level C2, and also it takes another 300 hours after you learn with B2. But if you want to study from the scratch, 1000 hours is needed along with about 4 years in class for each hour with every single weekday which includes the studying time.

If you study all day, every day absolutely in full time, in a classroom or with a tutor you can reach C-level language proficiency from the basics in about a year along with constant work.

It is really hard to reach native level in your target language without spending more time on your target language as your native language.
